Christopher W. Keene
Mr. Keene is a senior energy executive with more than 30 years experience in business development, acquisitions, marketing, strategy, government relations, operations and engineering. His accomplishments have been both domestic and international and have included natural gas, crude oil, refined products and electric power generation projects.
Mr. Keene is currently CEO of Rangeland Energy III. Previously, Mr. Keene founded Rangeland Energy, LLC in 2009 to develop crude oil assets in North Dakota’s Bakken formation. The company successfully developed the COLT Hub and related pipeline assets, which were sold to Inergy (Crestwood) at the end of 2012 for $425 million. In 2013, Mr. Keene founded Rangeland Energy II, which developed the RIO System, multipart crude and sand logistics system originating in the heart of the Delaware Basin that was sold to Tesoro Refining & Marketing Company LLC, a wholly owned subsidiary of Andeavor in early 2018.
Prior to Rangeland, Mr. Keene was Vice President Business Development, Sunoco Logistics Partners LP where he was responsible for all commercial and revenue related activity for the company. In addition, he has held positions of increasing responsibility for Unocal Corporation, El Paso/Tenneco Corporation and Panhandle Eastern Corporation.
Mr. Keene holds a graduate degree in Business Administration from the University of Houston and an undergraduate degree in Mechanical Engineering from the University of Missouri-Rolla.
Chief Operating Officer
John Millar has worked for nearly 30 years in many different roles in the oil and natural gas business. Before coming to Rangeland III, Mr. Millar served as vice president of commercial asset management for Summit Midstream Partners, where he was responsible for the company’s liquid pipeline business. He has worked in leadership and managerial capacities for Genesis Energy, Enbridge, Unocal and Enron Transportation Services.
Mr. Millar holds a Bachelor of Science degree and Master of Science degree in civil engineering from the University of California at Berkeley. He earned a Master of Business Administration from the University of Houston.
William D. Waldrip
William ("Bill") D. Waldrip is a Managing Partner and Founder of EnCap Flatrock Midstream. From 2000 to 2008, Mr. Waldrip served as President, Senior Partner and Founder of Flatrock Energy Advisors, providing advisory services for the midstream sector. His past responsibilities include serving as COO for Lewis Energy Group and as Vice President and Southwestern Region Manager for Delhi Gas Pipeline. At Delhi, he was responsible for all commercial, engineering, operations and administrative matters associated with Delhi’s assets in South and West Texas, including direct P&L responsibility. He began his career as an engineer with Texas Eastern Transmission Corporation in Houston. He has extensive background in the natural gas gathering segment along with experience with natural gas liquids and crude oil facilities.
Mr. Waldrip holds a B.S. in Civil Engineering from Louisiana Tech University and completed an Advanced Management Program at Indiana University Graduate School of Business in 1992. Mr. Waldrip is a Registered Professional Engineer in Texas. Mr. Waldrip is currently serving as Chairman of the Board of SAMMinistries. He also currently serves on the board of directors of several EFM portfolio companies, including Rangeland Energy III and Ironwood Midstream Energy Partners.
Morriss L. Hurt
Morriss L. Hurt is a Managing Director of EnCap Flatrock Midstream. Prior to joining EnCap Flatrock Midstream in 2008, Mr. Hurt was Founder of The Encino Group, a boutique investment bank providing institutional quality financial advisory services for entrepreneur-owned companies. In this capacity, Mr. Hurt raised growth capital for high-quality management teams and provided mergers and acquisitions, financial and strategic advisory services. Prior to Encino, Mr. Hurt was a financial analyst with Salomon Smith Barney in New York, working in the firm’s Global Power group. Mr. Hurt earned a B.B.A in Finance from Texas A&M University and serves on the board of directors of several EFM portfolio companies, including Cogent Midstream, Ironwood Midstream Energy Partners, Rangeland Energy III and Tatanka Midstream.
Brett D. Knowles, CFA is a Vice President of EnCap Flatrock Midstream. Mr. Knowles supports all finance, administrative and accounting functions of EFM’s funds and portfolio companies. Prior to joining EnCap Flatrock Midstream in 2013, Mr. Knowles was an investment banking analyst at Barclays in Houston, where he focused primarily on public capital raises and M&A advisory work within the energy industry. Mr. Knowles graduated summa cum laude from the Mays Business School at Texas A&M University with an M.S. in Finance and a B.B.A. in Accounting. Mr. Knowles is a CFA charterholder and member of the CFA Society of Houston, a member of Young Professionals in Energy and a member of the Dean’s Advisory Board at Mays Business School. He currently serves on the board of directors of several EFM portfolio companies including Aspen Midstream, Cardinal Midstream III, Edgewater Midstream and Rangeland Energy III.
